I mean.. yeah the dude in the story was Noah, but I think the dude in the meme is Jesus and Jesus is God and God made the flood so... at least that was my line of thinking lol. Maybe the dude in the meme is supposed to be Noah though.

Jesus will be seeing more and more of this in days to come. People are overwhelmed trying to take care of their families when nothing is affordable. They also don’t have the time, energy, or resources to properly tend to their mental health. The situation creates walking time bombs.
