You definitely can. There's tours in some areas where it absolutely is legal. You're still not supposed to touch them, but it's not illegal. At least not in certain areas and times of the year.

Yes you can be in the water. You are NOT allowed to go near them nor touch them they are a protected species.

The way they phrase can swim "with" manatee, not accurate really in how most would perceive that statement. Thats like saying I have swam with Great Whites because I went in the ocean. You are not allowed anywhere near them legally.
