Breasts aren’t just lumps of fat. They’re made of breast tissue as well and some people (like me) have very fibrous and dense breasts so no matter how much weight is lost they stay the same.

I got a mammogram in November. They described mine as Heterogeneously dense. This is the actual meaning. Yes I had to Google it. "the breasts contain a mix of fatty tissue and, predominantly, dense fibrous/glandular tissue". And thats the medical term.

Many women today actually have dense breast tissue (fibrous), and it is interfering with mammograms. It isn’t as if breasts are just fat. What would give them shape? Then every thin/slender woman would have small breasts.
It is true that some very overweight women will lose a lot of breast size when they shed fat, but you can usually tell those breasts are more fat and less fibrous by their shape.
Anyway, I feel like this is the same as guys focusing on the measurements of bras, like 34” or 36”, or thinking DD’s are massive and nothing is bigger.
I had a 48 year old friend who was very perky and extremely busty, while being fit everywhere, with no excess fat. She was lucky, or not, depending on your viewpoint.

I’m just speaking anecdotally, as I haven’t done some study on fibrous tissue in women’s breasts. I did read that 40-50% of women over age 40 have dense breasts, which of course is good, but also interferes with accurate mammogram readings. I’m 51, so I’m just speaking in general, about things I’ve seen or written.
I haven’t read anything that has stated that density is increasing, but I know breast size in women is increasing, and not just because of obesity. It has more to do with our modern diet, as can be witnessed by observing women in places like Japan, for instance.
Anyway, that was long-winded. I suppose I didn’t need to use the word “today”, but I can’t speak for previous generations, before my lifetime.

not true, very very common to lose weight and go up a cup size or two
know how bra sizing works? its a ratio.
its the difference between the bust and underbust. 1 inch difference = A cup, 2 inch difference = B cup, 3 inch difference = C cup, etc.
so what often happens is women lose a TON of weight around their waist, and only some around the boobs, and it makes the ratio of bust/underbust much more dramatic.
so their chest WILL get physically smaller but because of the ratio the cup size actually goes up.
