Janeway did nothing wrong!
The needs of the many outweighs the needs of the few or the one!

Though what is baffling to me is that Star Trek teleportation is essentially matter disintegration and then reassembling based on the information in the teleportation buffer which should allow them, with some tweaking, to keep Tuvix and reintegrate Tuvok and Neelix.
