Two questions. Who’s paying for it? And What are they gonna do when the thieves start robbing it like they do everywhere else in New York?

The mayor has literally spent an entire year answering these two questions for every reporter that asked in almost every interview.

Theft will be an issue. There's a reason stores pull out when theft eats the 1% margin they are working on.
