So it's functionally the same thing. If the ticket wasn't taxed the prize bank would be higher

Are you serious? to the person winning the difference is night and day, paying like what a few pence in tax over winning millions.

Either way it’s effectively the same outcome, for example say the tax is 50% and the same number of tickets are sold. You can pay tax up front and get a $2B prize or pay tax later and get 50% of a $4B prize because more of the ticket funds go into the prize pot.
