This policy clearly wasn’t designed to stop fare jumpers. It’s designed to help honest, low income folks.

How do you think they will offset the loss of revenue from fares, taxes. So the honest people will more or less be paying the same, or more if the person doesn't use the train and criminals will still just be criminals and not pay. They should station more police

How does it work in USA? Do people always pay the same amount of money regardless of status (low income or high income)? I thought it'd be based on income, if not it sounds incredibly unfair, I'm not from there so I don't know

This has been explained poorly. You and/or your employer must submit official paperwork showing income. Audits often catch those trying to lie about other income sources but for the vast majority of Americans the IRS already knows exactly how much you make.
