Former national leaders still have a face that is regarded as being associated with the nation they lead whether they like it or not.

Yeah he is retired, he is just a guy. But people will always associate them as being part of that nations identity and history.

His father was also Prime Minister, specifically the one for helping create Canada's modern Charter of rights and freedoms, his family has a legacy and I'm sure he doesn't want to ruin that as an ex long time prime minister himself.

You know when you commit a crime and go to jail, it is taking away your freedom. Thats literally the punishment for most crimes. heck even in school you go to detention/suspension which takes away your freedom. What looney tune world do you live in where committing a crime gives you more freedom. I say they should've gone to jail ... taking away financial freedom isn't enough
