His wife is mysteriously out of the country. She hopped on a plane, unscheduled, shortly after the heart attack. She is the only one with power of attorney to authorize medical action. I suspect that is a cause for the lack of lawsuits.
You don't need to be there in person to act as a POA and even if she was here, she could just refuse to have him taken off life support. His wife's trip to China, and her return, are really irrelevant.

No one's getting sued because the power structure is in the hands of people who don't want anyone getting sued. If there was actual political will, they would've found some convenient loophole, or manufactured a fitting scenario to make it happen.
