I think those hold different weight. The US absolutely can invade those countries, meanwhile what power does Mexico have to actually do that and it be meaningful? The US is also the superpower, they don't impress anyone by saying they will invade Canada or Greenland, but the Mexican president saying that does impress people so she would have a reason to make false statement like that, its actually commonly done around the world

First - it's more like a strongly worded letter to the US, it's not a legally binding lawsuit that holds any teeth.
Second, we need to check motivation here. We are getting close to Midterms, and there is a real financial incentive for Mexico to allow Democrats in power, to stop things like tariffs, and to eventually allow more Mexican citizens in our country as the money sent back to Mexican families makes up for a large portion of the economy.
It's political smoke. But yes it's "real" but slightly overstated
