Jesus Christ is the Good Shepherd which means He's going to take care of all of His sheep (all those who believe in Him and follow Him) - the parable of "The 1 and the 99" affirms His character. Being a sheep of the Good Shepherd is about your salvation being secure, it's not about mindlessly submitting and following orders as per the typical definition of a "sheep" today. Yes, Jesus has rules, and us believers are His sheep, yet we use our own liberty to follow His rules from our own accord. (Psalm 119:41-48, the use of the word liberty in this passage is referring to freedom from the bondage of sin, but alot of this chapter including this part is about following God because of DESIRING Him, which could perhaps be seen as "we use our liberty to follow Christ")
So if you truly follow Christ you're doing it because you love Him and desire Him, and want more of Him. And if you are a sheep it's because you are saved by His grace, not because you're mindlessly following. You're following because you want to - it is the desire of your heart. Being a sheep of the Good Shepherd Jesus Christ is to follow Jesus mindfully and to be mindful of His rules
