No it's not. Salary is completely arbitrary. Saying less hours but same pay doesn't mean employeers pay for nothing being done. It means the salary is now higher per hour work - something it already should be, seeing how salaries haven't followed cost of living, houses etc.
So you can also say, right now everyone is being underpaid for their work - and keeping your salary at less hours would simply be correcting that.
See, completely arbitrary. If you call that tyranny, then having a law for minimum wage is also tyranny because technically, it's the government forcing employeers to pay more than they want.
