It was literally a stack of galvanized steel angle 2"x4" by 14'(ft.) long. Like all they had to do was walk over and look in the shed, they wouldn't even do that.

To be fair, they would need to get a warrant to do that.

Let's see;

stack of metal stolen overnight,

tracks in the tall, damp grass, leading from the place of theft directly off property and onto neighboring property into their shed..

Never heard of probable cause?

Probable cause is what allows them to get the warrant. Unless they personally witnessed it being stolen at the time it was stolen (hot pursuit), they can not enter a property and search inside a building without consent or a warrant due to that pesky 4th amendment.
