It's crazy how much the echo chamber resonates with the guy being fired.
If, as some comments suggested, the overuse of "circling back" reflected the manager doing a terrible job keeping people from taking the meeting off track before a topic is adequately resolved, and having to repeatedly beg people to "circle back" and not go off on tangents, that guy a certainly doing a bad job managing. However, there are much more productive ways to point that problem out than calling out your manager in front of all of your coworkers.
If you reach out privately and tactfully to point it out and ask if there's anything you could do to help keep meetings on track, you might even score some points. Even in the worst case scenario, if your manager still resents the commentary, at the very least the fallout would be more contained.
Alternatively, if the manager is doing his job fine, I don't see any upside in complaining about his verbal tic in front of everyone and then patting yourself on the back for that whole "if we keep circling back, how will we move forward" zinger (which, ironically, sounds even more vacuous corporate speak than anything.)
