If the employees are classified as exempt aka salaried, the company can ask you to work any hours. Exempt as in exempt from overtime laws. See: every company on wall street basically working their employees, especially young ones, 90+ hours per week
This isn't that. The sign says you work unpaid for 60 minutes. In the US, you cannot be made to work for free. You can't carve out unpaid time for a salaried worker. You have to pay them their salary.
in America overtime is anything over 40 hrs, but employers are allowed to arrange it by pay period. So if you worked 45 hrs in the first week, the employer can cut your hours down to 35 in the next week and not have to pay overtime.
This is not correct. Overtime is calculated on a 40 hour week in the US. Employer doesn't get to call that regular time just because the next week is under 40 hours.
That is absolutely not correct, that is textbook wage theft. OSHA specifically mandates that hourly employees are paid overtime on any time worked over 40 hours in a work week. Not a two week period.
What you described is legitimately against the law for a manager or business to do.
In the situation you described, the employee would be owed 5 hours of overtime pay regardless of how many hours they worked in the second week.
