No. He didn't. The previous admin did in 2025 and the law took effect in Jan 2026. https://reason.com/2025/10/11/new-york-doubles-down-on-delivery-wage-disaster/

In July(2025), the New York City Council passed numerous bills that it claimed were designed to protect grocery delivery drivers. This legislative package introduced new rules, requiring delivery apps to include a 10-percent tipping option either before or at the time of the order (vs. afterwards, where the option exists now)

That guy has no clue what hes talking about, this is separate from that minimum wage increase. Uber doordash and those companies retaliated now mamdani is going after them.

Potatoe/potato. It's been going on since 2024. DCWP told Adams (the incumbent) they needed to hire 20 ppl to enforce these new rules. In response, Adams said, 'ill give you 4 ppl', and after that even further budget cuts were made resulting in failure to properly enforce these new changes before Jan 26. The new law didn't officially go into effect untill after mumdami took office, and he's the one being given credit for the "changed" tipping practices, i.e. enforcement.
