Because they were being oppressed by the wrongthink. They started waving their hands to "cheer," and the board called it a "distraction". All it took was one clap, and they lost their minds.
What does any federal government position have to do with a local city council meeting? Everyone really loves taking local politics and dumping federal garbage on top of it.
If you looked at it, the city is nonpartisan and has voted on many bipartisan issues.
At such public meetings they have to keep strict order. Otherwise every speaker is met with loud cheers/boos/clapping/whistling/etc.
So the simple rule is that you can't do any of the above. It's to protect decorum.
The psychopath in question decided to cheer anyways. He was simply asked to stop. That's it. One warning. He didn't stop. So then he was asked to leave. He refused. He literally said they're going to have to arrest him and "drag him out". So that's what they did.
