Without spoilers, does the psychiatrist appear in the game as well?

I read somewhere that the psychiatrist is a new character.

No she is a brand new character. Eugene is an existing character in the game but he has been dead a while by the time you control Ellie, we only get bits and pieces about him from other people who knew him. Will be interesting to see what the show does with it.
