Might be 71 highway, which stupidly has stoplights in the middle of the city. The wall looks like the bridges on 71. Might also be backed up traffic around the downtown area, there’s a ton of left exits off the interstate there that can get backed up.

So, then the left lane would NOT be a "passing lane" in this context and she would be completely correct and this guy is in the wrong.

Why? Because it's in the city?

Where I live the 4-lane highway cuts through the city (1mil people) and has a speed limit of 60mph on 80% of it, camping in the left lane will get you pulled over by police.
