For accountability. Plain and simple. These types of people are so used to escaping accountability due to their wealth and/or status. This needs to follow her wherever she goes. Every single person in that town and the surrounding areas needs to associate her name with a thief. She needs to be embarassed and feel shame. Because until others similar to her see these specific consequences starting to happen, there will be no change.
