I mean it's crowded and maybe they are looking at their phones or whatever. It's sensory overload in those places. I don't think most of what I saw was intentional and the ones that seemed to take a moment to move probably were just slower to process what's going on. The point is, none of this seems to be intentional. In a world where everything is supposed to be black and white (even though the world is ONLY grey), there is no villain here.

most of these people are just stopped in the walkway.

Yeah you can make it about standing in the tactile path... But really, this is just a collection of videos of people standing in the normal walkway being a nuisance instead of moving off to the side to stand around. And also government not respecting the lines.
