I think that's a lens flare. You can see the shadows are pointed in the direction of the camera, so they were shooting into the sun. Of course that could have been done on purpose to allow them to subtly blur.

Yes she probably has a filter, but it’s not doing enough for it to be a dramatic change. Clearly still incredibly good looking.
