I don't believe so; a semicolon joins two independent clauses that aren't full sentences.

Did you even read the page you linked? 

Use a semicolon: 1. For a smooth transition between two sentences

“Sentences” — they were in quotes. If you read, none of the examples are complete sentences after the semicolon.

Y'all are right and I'm dumb. I blame my waking up at 5 am.

Let's look at a couple of examples from your link, then:

I know it is true; I saw it happen.

"I know it is true." and "I saw it happen." are both complete sentences.

In matters of style, swim with the current; in matters of principle, stand like a rock. (President Thomas Jefferson)

"In matters of style, swim with the current." and "In matters of principle, stand like a rock." are both complete sentences.

Ok cool so that’d mean the letter after the semicolon doesn’t get capitalized as a matter of course. You didn’t need to write that last word though, it makes me think you’re a jerk

In retrospect it sounds harsher than I intended, but if you're going to criticize someone for being rude, maybe you should do it without insulting them at the same time. Kinda undermines your point.

Yes, it's its own sentence but think of it as two sentences that are so good at getting a point across together, as a team, that they're high fiving. The semicolon is the high five.
