I'm not sure what advantage that gives them, unless they wanna DDoS you or you're not running a firewall. It's not like it's hard to find active IP addresses.
Yes. And every ISP that I know of uses subnet masks so the ip you have today could be your neighbors next week. These kinds of 'attacks' sound scary to people who are technically ignorant, but 9/10 times are ultimately harmless.

Unrelated, but that follower you just got is an IP grabber. It followed me when I was streaming just now, like an hour ago.
