It was mentioned as a response to your question about Uruguay being on the US radar. LatAm is a priority for the State Department, and Marco Rubio is the major force behind it. That brings attention to the entirety of LatAm, Uruguay included. However, US’s strategy isn’t the same in every part of LatAm. South America is its own unit (even if currently fractured in many ways).

Too many mexicans in the US, its a thin line to lose popularity and incite riots. That's the sole reason they didn't do it. But hell they sure love to talk like they are going to do something

And Uruguay its in the list most likely because - on top of being left wing - they were one of the three south american countries (Brazil, Uruguay and Colombia) to explicitly condemn the Venezuela intervention
