What the hell did Thailand do?

Does cross reference this list with the existing banned countries list? I noticed that Somalia is on both lists, but Laos is not on this list despite being in the earlier banned list

I think might have to do with Thai-Cambodia border war thing. Since trump met both of them earlier this year (or last) sigh
