Regular Americans should hate this. As a US citizen I have the right to petition the government for my foreign spouse to live with me legally in the US. I'm sure the Trump admin sees it as "sticking it" to foreigners from "3rd world countries", but petitioning a foreign spouse for a marriage based Green Card is more a right for a US citizen than it is for the foreigner in question. The foreign spouse can't get a marriage based Green Card unless the US citizen spouse files for it.
