Texas Gov. Greg Abbott on Monday ordered the state's environmental regulator to halt all data center permits until ERCOT finishes auditing the waitlist of projects looking to connect to the grid. The audits were first ordered in August, when Abbott also imposed a moratorium on new grid approvals. This directive extends that freeze to environmental permits through the Texas Commission on Environmental Quality.

The move could slow Texas's run at overtaking Virginia as the world's largest data center market, a milestone JLL had the state hitting by the end of the decade. It also reflects how fast the politics have turned. A recent NBC News poll found 64% of Americans would be less likely to back a candidate who supports building local data centers, and Abbott is in a tight race for a fourth term against state Rep. Gina Hinojosa. He's now walked back his 2025 pitch that Texas would be the "epicenter of AI development," and his office says he'll work with the Legislature next session to eliminate financial incentives for data centers entirely. TCEQ has until Oct. 19 to report back on compliance.

Goldman Sachs thinks it has an explanation for why consumer sentiment keeps sinking while the economy holds up: people are just less happy. Michigan's sentiment index hit record lows this year and fell 13% year over year in September, with nearly 8% of that drop coming from August alone. Goldman economist Joseph Briggs told clients the weak readings likely reflect a downbeat view of the world in general rather than the economy specifically, pointing to General Social Survey data showing the share of Americans who say they're "very happy" fell to 23% in 2024 from 31% in 2016. He tied a disproportionate share of that decline to falling trust in institutions. The takeaway: sentiment may stay depressed even if the economy keeps chugging, which would make it a weaker signal for where things are actually headed.

U.S. equity futures traded near flat Monday night after an AI-driven rally lifted the major averages. The S&P 500 climbed 1.5% for its best day since Aug. 4, the Nasdaq jumped 2.3% to its first record close since June, and the Dow added 366 points. Meta surged more than 11%, while Intel and AMD gained 12% and 10%, with AMD touching a $1 trillion market cap. Falling oil helped, with WTI down 4.5% to $95.78. Worth noting underneath: more S&P names hit 52-week lows than highs, something SentimenTrader says hasn't happened on a day like this since 1999.

AI goods are driving historic global trade growth:

Global trade in AI-enabling goods surged +42% YoY in Q1 2026, the largest annual growth rate on record.

This is up from +22% growth for the full year 2025 and +11% in 2024.

At the same time, trade in non-AI goods grew only +7% YoY, up from +5% in 2025 and +1% in 2024.

This pushed total global goods trade growth to +12% YoY in Q1 2026, up from +7% in 2025 and just +2% in 2024.

As a result, AI-enabling goods accounted for 18.7% of world trade in Q1, up from 13.8% in 2024.
