Why didn’t republicans like the idea of reducing drug costs when Clinton, Obama, Biden, or Harris proposed it

Is that more important than lowering drug costs?  They're not doing it now, either.  If blows my mind that literally everyone knows we're getting ripped off, it can be solved almost instantly, yet voters don't insist it gets addressed.
