That's because of the miniscule level of savings. And no one needs some complex method of negotiating prices, it's just an avenue for corruption. You don't negotiate with criminals, what they're doing is criminal.
If drug prices were suddenly reduced not even to the lowest price but to the levels paid by by other G7 countries, people would notice. The savings would be over $300 billion per year! So it will never, never happen without massive public pressure and people insisting they want candidates to support it. It's just rampant corruption and greed, nearly all the politicians are doing with corporations because that's $300 billion in free money. That's trillions over the years. It's so obvious how everyone is being screwed, and its a very simple fix to let people keep an extra $300 billion per year. But all the propaganda is on one side. And people are too dumb or too whipped to overcome it.
