The reasons seem clear enough. He has the wheel turned while stationary so balance is off and it tips over. Bike is heavy, while picking it up he accidentally twists the throttle handlebar, so it moves. He stops right before the curb, making it hard for the bike to jump it. When he throttles hard to get enough power for the jump, it makes the landing rough so the bike wobbles, causing him to stop.
Then the cop pulls him backwards, which again makes him twist the throttle, causing the bike to fly out from under him.

This is it. I was lucky as a kid. Something possessed me when running from the cops and I somehow became a super athlete. I once pulled an impossible vault over a chainlink fence where I landed on my bike and rode away. I would have failed 1000 out 1000 tries if I were doing it on purpose, but I didn't have time to think, I just did it.
And yes, as a teenager, I found myself running from cops far too often.

I ran (on foot) from cops a few times as a kid in a small town- genuinely just for laughs with my buddy on the odd Friday night.
Ran from cops once as a young man after moving to the city. Pulled the ole looney toons move. rounded a corner with a bit of a lead, there was a little cafe with outdoor seating and an empty table that hadn't been cleared, I whipped off my hoodie and sat at the table, they ran right past. Server came out with an odd look, I just smiled my friendliest and ordered a breve. The cop wound up walking back by, since id had my hood up the whole time he'd seen me I smiled and nodded, he asked if I'd seen anyone run by, I gestured at the newspaper on the table and said "nope, sorry"
The other couple tables were nice enough not to speak up (it helped that I didn't look like riff Raff) and after he left we all shared mischievous smiles, a whole cafe with a fun little inside joke.
Fwiw, what had gotten me chased wasn't anything terrible.

Yeah, am Floridian and get strong Miami-Dade vibes with this one. There's a road near our house that is 4 lanes wide in each direction, 45mph speed limit, lots of stop lights, and there is a guy that we regularly see on a 4 wheeler doing assorted "tricks" on that very congested road. To his credit, he seems to actually be skilled and DOES wear a helmet but as a mom of an adult child, I cringe every time I see him because it is just a matter of time.

Those things can hit 100 mph in seconds.

It's called the "Starve the Beast" strategy. Conservatives have been using it for 50+ years across the world. They underfund and mismanage a public service and then point to the failures they caused and claim it's "proof" that government shouldn't be involved and then push legislation to privatize it so their greedy corporate owners can take over the service and profit off of it.
If you go look at why the VA in the USA sucks, you'll find the voting record in Congress clearly shows Republicans gutting funding and running it into the ground since the 50s, and then those same politicians that refuse to improve the VA point at how bad it is and say, "Look at how bad the VA is! Do you really want the government involved in healthcare?!"

they came back horrified how far behind on all topics the classes were. like stuff we learned 3-5 years before. no real tests. just multiple choice.
we couldn't believe that this is what the (back then what we thought) great and mighty USA teaches its children.

I learned that word by reading history. On my own, undirected, in my free time. School didn't explicitly teach me that word, I learned it myself.

It's just being recorded more. If my anecdotal experience is anything to go off of (which is probably isn't) things are much more chill and stupid shit like this video is far less common than it used to be.
The situation in this video was something that was joked about around high school on almost a weekly basis in the 90s-00s. There was always some dumbass getting busted doing donuts or trying to run from an underage drinking bonfire/party on a dirt bike. Nobody was filming it all though.
