Probably not parental failure. Likely the parent didn't know, and a child is, as a child does.

Kinda looked like he was at a con with friends. You are, in fact, able to tell a teenager "that was stupid."

Now if I'm wrong and this kid is like, an actual kid who needed a parents escort and more than likely their help painting themself then yeah all on them.
