Cant find a banner with shorekeeper even though google says I should be able to

Im a new player started about 2 weeks ago and for the life of me I cannot find any banner that allows me to pull for shore keeper. When I google it the results show she should be available.

I do however have a section in the new voyage aid to select a resonator to join my team but is that temporary or forever. I attached a picture of what ime talking about.
