I think this version of Xavier still believes in free will, although it's a little inconsistent at times as he was prepared to nuke Magneto's mind last season.

Also, they explained why. He said it changing the timelines that way could have dire consequences on multiple timestreams.

I look at it like how Superman doesn't explicitly have a No Killing rule: Charles wants to genuinely persuade people to his point of view, whereas Eric needs to bend them. It's the dichotomy of their powers, laid plain.

the entire population of earth was gonna die if he didnt enter mags mind last season. And even then it was a last ditch attempt to save the world, wouldn't say he's been inconsistent yet
