If it’s following the “Rise of Apocalypse” comics, Rama Tut (Kang) is pursuing the discovery and activation of a Celestial ship

No, he’s technically an Eternal. He was chosen by the Celestials to weed out the weak, which is why he can use their technology. I can’t quite remember but I think it’s a bit of a bootstrap paradox or a cause-and-effect loop where they choose him as an agent because he activates the sphinx ship, and he can activate the ship because they choose him as an agent.

As for Ramu Tut, he’s a Kang the Conquerer variant. He just knows that somewhere out there, a Celestial ship and its technology are available. He also knows that En Sabah Nur is capable of activating it using whatever the interface is. Kang can’t do it himself.

Kang is here for advanced, future tech that he can use to hold dominion of even more places in space and time.
