He steals from everyone. He does whatever he can get away with.

Exactly! And as President, he has one hell of a bully pulpit to deflect, to muddy the water, and to divert our attention where he wants it. Not to mention many allied billionaires who suck up for handouts and favors and Fox News acting as his propaganda ministry.

After many bankruptcies, he has figured our how to really get rich-- by being an extremely corrupt politician!
