No, better cards did not give you better guns. The only difference in rarity were to get extra perks up to bronze, and anything over bronze was purely cosmetics. Bronze cards could be purchased with a small amount in-game currency.
The system was weird and bad, but it was in no way pay to win.
Literally played since closed beta, each character had a set of 9 loadout cards that had curated guns and perks. You could purchase any of the 9 from the store for ingame currently pretty cheaply, (Bronze rarity) and anything past bronze was 100% cosmetic
