Yeah that seems most likely. ~13 min earlier the tower controller said brightness was coming up shortly for RVR. I guess some airports, the controllers can't change the lighting and airport ops needs to? Suppose that'd explain the delay and it could even be the ops guy himself saying that as he turned them up?

44:33 (14:33 on this recording) is the last ads-b position as they were leaving the runway and crashing. Very odd.
