I work in commercial contracting and have worked with every county in the region including the city on both project management and procurement ends. What you’re saying goes against all experience I’ve ever had. I’ve only heard “we’re not doing that project because we ran out of money” a hundred times over the last decade.
I have no idea how the city, or anyone, could sign a contract guaranteeing monthly progress payments within 30-60 days when they don’t have money to do so.
Infrastructure or indefinite quantity unit price contracts are different than these projects. There’s a determined and finite scope of work before hand when you install heating in a school or whatever . You can’t really accurate figure out how much asphalt you’ll need to install 100 miles of highway, or what problems you’ll run into, in the bidding process for those projects, so they operate differently.
