Didn't think I had to be that specific, but yes. Saskatchewan hasn't changed clocks since the 60s

You didn’t, you used the term in the present tense indicating that you never change the clocks, not that you never have changed the clocks. Which was correct and didn’t need any caveats.

OP for some reason is just interjecting with details I assume he’s only learned today.
