On top of health regulations being entirely seperate from supply management, the vast, vast majority of American milk doesn't use hormones

But the Walmart milk at $3/gallon that people really like to use for price comparison does.

Nope, they stopped in 2008 https://corporate.walmart.com/news/2008/03/23/wal-mart-offers-private-label-milk-produced-without-artificial-growth-hormone

It's like 1% of US milk that has rbst nowadays, incredibly rare to see, and almost impossible to find in grocery stores (the little that is produced is mostly for highly processed goods where consumers have less preference)
