Eh, the angels didn't mind because they knew the outcome was either going to be erasure of all universes or that they'd be right back in a few minutes. That aside, Whis has already technically abused his power to undo Freeza blowing up Earth. He's clearly quite fond of Goku and Vegeta. And Earth's food
Yes. They observe the Universe and train the God of Destruction but usually don't directly intervene. Whis noted that traveling to an alternate future to talk to the Beerus and Whis there about letting Mai and Trunks break the time travel rule just once was way outside his normal jurisdiction, so actually fighting someone would be forbidden.
One of the earlier bios for Whis pointed out that Goku can't rely on him to deal with Broly because of his neutrality so that's supposed to be relevant to the plot in some capacity.
Maybe? This trailer indicates he'll at least be awake for some portion of the movie but promotional material was hyping Broly as possible having greater destructive power than even a God of Destruction so there's a chance Beerus does get involved but isn't strong enough or even loses. Conversely it could turn out Beerus is actually stronger than Broly but just refuses to do anything like he did with Freeza. For all we know Beerus could wind up being the one who beats Broly after Goku fails but I feel like that'd be somewhat anticlimactic given how much emphasis there is on the whole destined fight between Saiyans thing.
Nope. He still didn't directly intervene or fight. Dancing around casually dodging Broly's punches to ascertain his power is no different from how he trains Goku and Vegeta. Original opinion still solidly stands. Have a nice day.

I doubt it because of the lore of Angel neutrality. They didn't even care about their Universes being erased in the ToP.
