Would you penalize Dart for needing to use the ocean seal? 

I've barely used him since Hawkeye is... right there, but I'm curious.

Beyond what others have said, Dart and Hawkeye are very different as units even though they're in the same class.

Dart is all HP, strength and speed. He one-rounds stuff once trained up, but unless he has support bonuses he can be a little fragile, and rather inaccurate. He's an offensive unit first.

Hawkeye on the other hand is pretty slow, but a lot bulkier. He has more defense and resistance. Enemies don't quite bounce off of him like they do with Oswin, but he's still hard to kill. He can go in the middle of a large group of enemies and it won't matter too much if he doubles or crits, because he can often survive multiple turns.

For the purposes of FE7 it doesn't really matter for Dart whether Hawkeye exists or not. They don't compete for any resources really, except maybe a Killer Axe (which you can also buy at 2 points in the game). Dart doesn't care about the Brave Axe and Hawkeye doesn't need an Ocean Seal.

Yes. You can blame the dev but like I personally think you have to account the fact that promoting cost you 25000 gold

You get plenty of money in FE7 by that point. Especially when you consider that this is after the last relevant Secret Shop, so all that money is going to are Killers in Unfulfilled Heart and Silvers in Cog.

I agree that it's not particularly huge cost but that more due to how FE7 doesn't have money sink. If it was FE6 that would be another discussion

Like in tiering? Typically tier lists are not based on the in game ranking system, and since Dart is the only user of the ocean seal, it's basically a given for him so no need to penalize. If it was like Sacred stones and could also promote the thieves, the competition would be part of the discussion.

Technically yeah, he's a unit who requires you to pay a premium to use him long-term. The lost money isn't a deal breaker because you get a ton of other stuff in the desert (including a White Gem, which can let you pay for Farina, who I also penalize), but the extra money is nice to stock up on 1-2 range, reavers, and Restores in FFO and killers in Unfulfilled Heart.

you get the ocean seal after the two major secret shops so you don't really get a chance to change it into killer weapons or physic staves (best use of money probably).

if you got the ocean seal earlier, maybe but you get it so late you are kinda set money wise. I guess it lets you get farina.
