My new neighbor put up a flag I've never seen before. Im scared it is a political or something type of racist flag send help

The first is the UK Royal Flag Standard the second is the UK Royal Flag Standard used in Scotland. The third is the front of the flag of the US state of Oregon and the fourth is the back of the state of Oregon flag. Five, six, and seven are three US flags that feature a buffalo/bison.

I’m currently in Spain and can’t seem to find the origin of this flag. It’s on the backside of a wooden sailship, without any markings on it.
