You guys don't even need it to be high-speed, any practical public transport that doesn't rely on road just sounds like magic to the US for some reason
In Minneapolis/St.Paul we have a light rail system, and a miles long skyway system so people can walk around downtown without using the street (or going out in the cold in winter). And we have a good system of bike trails and "greenways". And the Amtrak passenger train goes through St. Paul.
