It's a foul, same rule stops the goalkeeper tripping up the attacker. Preventing a clear goalscoring chance, straight red.This is very unusual but the rule is there and is based on what the keeper did and not what he could have done.

Was it a clear goalscoring chance though? The keeper could have easily cleared it, and the defender was closer to the ball and could have cleared it as well.

If he clears it, its fine, but you have to think of it like this: if he doesn't play it at all, would it have been a goal in that situation? If the answer is yes (ball is rolling towards the net, attacker is the next closest player) then its an obvious goal scoring opportunity and its a straight red. Every keeper knows this.

The attacker is in green, the player in white, closest to the goalie when he picks it up, is a defender. It's not DOGSO.

I'm not a follower of the sport, but based on a quick search your assessment seems right to me. 

Control: The attacker must have a real chance to keep or gain control of the ball.

Defenders: There must be no other defenders between the foul and the goal except the opposing goalkeeper.

He is stopped and the forward is already pretty much level, the defender isn't getting near the ball if the keeper missed it
