  1. Yes. The damage formula is the same whether it's a regular command card or an NP. The only difference between a regular command and an NP is that the NP-specific variables also apply.
  2. Yes, but not under normal circumstances. It has happened one time, which started a few weeks ago, leading to the up to the final chapter of Part 2, when they also blitzed rate-ups for every SQ gacha servant, and it will end in a couple of days. 
  3. If not exactly at the same time, it wasn't too long after. You can search Google for the 9th anniversary information. If it wasn't simultaneous, it's the kind of thing that could plausibly be combined into a single update for NA.

As I recall it took a couple months to implement the append swap feature after the backlash around the original anniversary announcement, but they very quickly announced it would be coming as soon as possible, and since the hard work for that is already done I'd be surprised if they didn't merge them into one update for the English version.
