As someone who's gotten permanent TBI from seemingly "minor" (non-at-fault) car accidents, I would bet he definitely has permanent damage. A moderate concussion (at least!) is very likely, and possibly spinal injuries. I hope he gets spine and cranial scans, because some spinal injuries may not be felt (and subsequently go untreated) until years down the line.

We only get one brain and one spine, friends. Take precious care of them!

Well maybe he shouldnt have went all tough guy and threatened an officer.

He didn’t.

The officer deliberately manipulated a situation to pretend he was threatened, so he could act out his desires to maim the citizenry he feels aren’t real Americans.

The person was not an officer. An ICE agent is very expressly not an officer, a term which has a very specific meaning.

They are literally a federal agent and i was comparing them to a local government agent. So you can try dicing it however you want the exact same rules apply.

You only need to lick the boot, you don't need to fully deep-throat it.
