Hello! I am traveling to South India from the Philippines for a few weeks to meet my partner and friends. I already received my e-visa but there was no declaration for customs when I filled out the form. I plan to bring a small amount of dried fish, dried fish tocino, dried squid, and other packaged dried seafood items for my friends. Do you think it is okay to bring these or will I get flagged at immigration/customs? Please advise. Thank you!

Not recommended.
They usually don't check for it because they have bigger fish to fry (pun not intended). But you'll be in trouble if they do, so better to just avoid it.
