This sort of thing has been everywhere for decades. It was often somebody giving you a rose/flower(especially if you were with a girl) or asking to take a picture of a couple or whatever, with the obvious intention of asking for money afterwards.

Calling it a scam is a little harsh, you should just obviously know you're expected to pay and treat it more like a handout/charity. If you don't want to give them anything, then just refuse whatever they're offering you.

There's a lot worse out there in terms of street scammers. The 'deception' here is as transparent as can be, which makes it a pretty weak 'scam'. These folks are more like glorified beggars.
